Preheat your oven to 350°F (175°C) and lightly grease a 9x13-inch baking dish.
In a large mixing bowl, combine the shredded chicken, black beans, corn, diced red bell pepper, cumin, chili powder, garlic powder, and salsa. Mix until all ingredients are well incorporated.
Lay out one tortilla on a flat surface and add a generous scoop of the chicken mixture down the center. Sprinkle with a little cheese, then roll up the tortilla tightly and place it seam-side down in the baking dish. Repeat this with the remaining tortillas and filling.
Once all burritos are in the dish, pour any remaining salsa over the top and sprinkle the remaining cheddar cheese evenly on top.
Cover the dish with aluminum foil and bake in the preheated oven for 20 minutes. Then, remove the foil and bake for an additional 10-15 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let cool for a few minutes. Drizzle sour cream over the top and garnish with freshly chopped cilantro before serving.
